Raj is the Head of Global Total Rewards at Illumina (, based in San Diego. In this role, he is responsible for leading the company’s global initiatives in compensation and benefits related matters. Raj has enjoyed a career with extensive experience in global compensation and benefits; executive compensation and sales compensation. Prior to joining Illumina, he led the executive compensation efforts at Altria Group (Philip Morris USA), and the compensation and benefits function for the Central/Eastern Europe, Middle East and Africa regions at Schering-Plough (now Merck). Raj also held positions of increasing responsibility at Watson Wyatt Worldwide and Towers Perrin (now the combined Towers Watson). Raj lived and studied in Europe, earning his MBA from the University of Cambridge. He also holds a MS degree in Technology Management from the Stetson School of Business and Economics, Mercer University in Atlanta and a BA degree in Management from Morehouse College, also in Atlanta.

Jesse Gipe is a Manager of Economic Development with the San Diego Regional Economic Development Corporation (SDREDC). SDREDC is a nonprofit corporation funded by more than 150 companies and public partners committed to enhancing regional prosperity. The strength of SDREDC is through the private sector support that enables them to provide services free of charge. SDREDC’s networks of partners enhance their effectiveness as they work to spur job growth across critical sectors within the regional economy.

In his role with the SDREDC Jesse is responsible for assisting business and running programs primarily as they pertain to Aerospace, Defense, Cyber Security, Advanced Manufacturing, Software and Financial Institutions. Jesse is also supporting the California’s Office of Business Development (Go-Biz) by advising San Diego companies on the Cal Competes Tax Credit program, in addition to several other state incentives.

Teodora Purcell, JD, LLM

Teodora is an Associate in the San Diego office. She has been an immigration attorney for over twelve years and has extensive and diverse immigration experience. Teodora has handled numerous employment and family-based cases, as well as removal defense, naturalization and other special immigrant cases. She is also experienced in administrative and federal immigration appeals and has successfully argued before the U.S. Federal Court of Appeals for the Ninth Circuit Court. Currently, Teodora specializes in various immigration matters for both corporate and individual clients and is frequently invited to present on immigration law topics and is a faculty member of the University of California San Diego ABA Approved Paralegal Program, teaching an Immigration Law class.

Teodora is certified as a Specialist in Immigration and Nationality Law, certified by the State Bar of California, Board of Legal Specialization. Teodora is a Member of Bar in California and in Bulgaria. She has deep experience, including: Assisted entrepreneurs with complex U.S. investor visas and EB-5 investor green cards. Advised a large, global telecommunication company on the immigration consequences of complex corporate reorganization on its employees. Successfully represented individuals in their requests for humanitarian parole or immigrant visa waivers based on extreme hardship to their U.S. citizen or lawful permanent resident relatives. Successfully represented individuals in complex naturalization and derivative citizenship cases. Successfully handled hundreds of EB-1 immigrant petitions in the outstanding researcher category. Assisted numerous managers and executives of smaller and larger international companies to obtain immigrant visas based under the highly scrutinized “multinational manager/executive” classification. Regularly provides advice to corporate clients on I-9 and other immigration compliance issues.
